After almost 5 hours of trying different procedures, I've finally managed to avoid this error Bootstraper (1603) .. Uninstall AV, and re-enable Task Scheduler trough the 'Regedit' ..
Again the same procedure, return the value from '4' to '2' ..
Then installation of Office 2013 Pro - paased without any issues ..

I resolved it after removing every instance of the program with IObit.
I found even trying to install Open Office I had a problem, this method fixed that and the Microsoft one. When you use or install the application you get an error due to the AppData not being properly replaced and permissions have been changed to a System entry. The path may be a like C:Documents and SettingsAll Users or it may be another path usually C:Program Data.
To resolve this ensure that you have the necessary permissions on your hard disk or disks. To do this, Open windows explorer, select the folder. Right click the folder, then click Properties on the shortcut menu. On the security tab, click permissions. Select the “Everyone” group, then click “Full Control” in the Type of Access List. Select the Replace Permissions on Subdirectories check box. Click ok. Click yes to the prompt confirming whether you want to replace permissions on all subdirectories. Click OK in the folder name properties dialog box.
Run set up.

I know this question has been asked before but I think this might be related to Windows 10, and it's quite new. I installed Windows 10 recently, a few days ago, and everything has been working fine. But today I tried to open up Steam and it just would not respond. I tried again and again yet the same thing would happen. I did some research and I could not find a solid solution other than it just fixing itself. I don't know if I even want to bother reinstalling it because it sounds like that does not work.
On a laptop with the same specs (which I will list soon) it seems to be working fine which is also on windows 10. When I try to change the compatibility from 8 to 10 it does not have a 10 option. I tried doing a Steam Client Service Recovery, and it has not worked. I got past the login phase but it just froze again.
I have not done anything out of the ordinary recently as far as using steam
Specs
i3 processor
Integrated Intel 4000 hd processor (ew)
4 gb ram
Steam Client Bootstrapper Has Stopped Working Reddit
Dell Inspiron Laptop
Original ---> Windows 8
Support would be most appreciated. Thanks!
